There is no off season. Rock Pigeons breed essentially year-round wherever food and shelter hold up, with a peak in spring and summer when food is most abundant. Cornell's own nesting data puts the species at one to six broods per year, which is why a roost left alone in January is a larger roost by June.
The reason this species is not seasonal the way most birds are comes down to how it feeds its young. Both parents produce crop milk, a rich secretion made in the crop rather than gathered from the environment, so the birds are not waiting on a spring insect or seed pulse to raise a brood. Give them a reliable year-round food supply and shelter, and the calendar stops mattering. San Francisco Public Works puts a number on what that food supply does: overfed city pigeons can breed up to eight times a year against the two or three times that is otherwise normal.
Where They're Found
This is a genuinely nationwide species, and that includes both Alaska and Hawaii. Rock Pigeons hold established urban populations across every region of the country. Alaska is worth calling out because it is easy to assume a city bird stops at the subarctic. It does not. The Alaska Department of Fish and Game runs its own dedicated invasive-species profile for this species under the name Rock Dove, with separate agency pages covering how it arrived and how to identify it, and the agency states directly that the birds have adapted quickly to urban conditions in Alaska and tend to congregate in large numbers in public spaces. Human introduction is named as the primary pathway. Hawaii holds an established urban population as well, on the strength of the near-universal US urban range the ornithological sources describe, though no Hawaii state agency covers the species the way Alaska's does.
The habitat story is one substitution. This is originally a cliff-nesting bird, and feral populations moved that instinct onto structures that read the same way: window ledges, cornices, roof spaces, parking garages, bridges and overpasses, barns, grain elevators, water towers, and rooftop mechanical equipment. Oregon's own state wildlife agency describes the preferred structures as those with cornices, ledges, and cave-like cavities used for nesting and shelter, which is a fair description of most commercial buildings. The birds do not den or nest inside conditioned living space, but they will readily occupy unconditioned building voids, vents, and HVAC housings, which function as artificial caves.
Climate is close to a non-factor. Established populations run from tropical Hawaii to Alaska's urban centers. Where the birds concentrate is driven by food and by flat sheltered perching surfaces, not by temperature.

Two things about this life cycle drive everything a property owner cares about. The first is crop milk, which decouples breeding from the seasons and lets a well-fed urban flock run one to six broods a year instead of a single spring brood. The second is that the whole cycle happens on a ledge or in a void on somebody's building, because that is what this species uses in place of a cliff. Neither of those changes because a site got cleaned. Cleanup without exclusion resets the mess and leaves the nesting surface exactly where it was.

Identification
Two wingbars and a white back patch
Two black wingbars and a white lower back patch are the reliable marks. Alaska's own state wildlife agency identification page calls the white lower back and rump patch the single best identifying feature. Both bars cross the pale gray wing and are visible on a perched bird.
Do not try to identify this bird by color
The classic wild type is bluish-gray on the head, neck, and chest with glossy yellow, green, and purple iridescence concentrated on the neck and wing feathers. But this is a heavily feral, human-bred population, and Cornell's own reference work describes plumage variation in feral and domestic-descended birds as nearly limitless. A single flock commonly holds plain, spotted, pale, or rusty-red birds alongside the standard blue-gray morph.
Face details fill in the rest
Red eyes, a gray bill with a conspicuous off-white cere at the base, and red feet. Females look nearly identical to males, with less intense neck iridescence that is usually confined to the rear and sides of the neck.
Size
11 to 14.5 inches long, a 25 to 28 inch wingspan, and roughly half a pound to eight tenths of a pound in weight.
Eurasian Collared-Dove
It is the first look-alike. It is another introduced species, established across the Southeast and spreading, and Cornell's identification guide describes it directly as slimmer and longer-tailed than a Rock Pigeon. It has a squared-off tail and a black half-collar across the back of the neck that the Rock Pigeon does not have at all.
Mourning Dove, and it is native
Mourning Dove is the second, and it is native. Substantially smaller and slimmer, with a long pointed tail edged in white spots against the Rock Pigeon's shorter unmarked tail, and plain grayish-brown coloring with none of the Rock Pigeon's neck iridescence or wingbars.
The one-line tell across all three
The Rock Pigeon is the only one of the three that shows genuinely variable, often multi-colored feral plumage and a white rump patch. Both doves are far more uniform bird to bird.
Signs of Infestation
The same birds on the same ledge
Day after day. Flocks perched or roosting repeatedly on ledges, roof edges, signage, or rooftop and HVAC equipment is the baseline sign, and it is a site-fidelity behavior rather than a passing flock.
Droppings accumulating below the roost
White and gray buildup on ledges, on the sidewalk, on parked vehicles, and on pavement under a perch line is usually noticed before the birds are.
Nesting debris in vents and gutters
Nesting debris in vents, gutters, and building voids. Sticks, feathers, and packed droppings inside a vent housing, gutter run, or open void mean the roost has moved from perching to nesting, which is a materially harder problem to undo.
Soft guttural cooing
Cornell describes the call as an undulating hoot and rattle pattern. You will also hear sharp wing-clapping when a flock takes off from a disturbance.
An ammonia-like odor at a roost
A strong ammonia-like odor at a concentrated roost. This comes from accumulated droppings and tends to show up wherever a flock has held the same sheltered spot long enough to build up depth.
Slick spots on walking surfaces
Accumulation on sidewalks, loading docks, stairwells, and parking structures is a genuine slip hazard, and on a commercial property it is a liability category rather than just a housekeeping annoyance.
Prevention and When to Call a Pro
The legal question is settled
Start with the settled legal question, because it is settled. The Rock Pigeon is not protected by the Migratory Bird Treaty Act. The U.S. Fish and Wildlife Service's published list of bird species to which the Act does not apply names Rock Pigeon, Columba livia, by full scientific name under the family Columbidae. A separate FWS announcement of the original version of that same list named rock pigeon outright as one of its well-known species. Two FWS-authored federal documents, 15 years apart, both name this exact species. Standard removal, exclusion, and prevention work applies here with no federal permit required.
State agencies agree
State wildlife agencies land in the same place from a different direction. Nevada's Department of Wildlife classifies the species as non-native invasive with a state conservation status of unprotected. Oregon's Department of Fish and Wildlife states plainly on its own public-facing page that the Rock pigeon is an invasive species introduced from Europe. Alaska runs a dedicated invasive-species profile for it. No state wildlife agency source treats the species as protected.
Check your city code
This is where the real rules live. The regulation on this species is municipal, not federal, and it varies city by city rather than state by state. San Francisco makes it illegal to feed pigeons on streets or sidewalks under Sec. 486 of its Municipal Police Code, with citations and fines. Albuquerque prohibits feeding pigeons by ordinance and separately requires property owners to keep their property clean of pigeon-caused mess once it becomes a nuisance. Chicago's Municipal Code section 7-12-387 sets fines of 1,000 to 5,000 dollars for a first or second offense, escalating to a misdemeanor with possible jail time after that. These are feeding and nuisance-abatement rules rather than removal permits, but they are binding local law and they are worth reading before any large-scale action.
Remove the food subsidy first
It is the highest-leverage step and it is free. San Francisco Public Works states directly that feeding is the most direct driver of local overpopulation, and that overfed city pigeons can breed up to eight times a year against two or three normally. The agency's practical guidance is to stop feeding pigeons, keep edible garbage in securely covered containers, and stop feeding pets outdoors.
Deny the flat surfaces
Deny the flat perching and nesting surfaces. Bird spikes, netting, and sloped deterrent surfaces on ledges, cornices, and roof structures take away the specific feature this species depends on. Oregon's own agency description of what attracts the birds is a straightforward checklist of what to treat: cornices, ledges, and cave-like cavities.
Seal vents before a roost forms
Seal and screen vents, HVAC housings, and building voids before a roost forms. Removing an active roost is materially harder and messier than excluding one that has not established yet, which is the same reasoning behind structural exclusion on any roosting species. If you are choosing where to spend money, spend it on the openings.
Trap-and-relocate does not work
Do not expect trap-and-relocate to work. This species has strong, well-documented homing ability, which is the entire basis of homing and racing pigeon breeding. Displaced birds commonly return to a former roost rather than staying where they were released. Site-faithful flock behavior compounds it: a cleaned site with no exclusion and no food change tends to get re-colonized.
Droppings are a cleanup risk
Treat heavy droppings accumulations as a cleanup risk, not a broom job. Three diseases are associated with pigeon droppings, all through the same route, which is inhaling dust raised while disturbing dried accumulations. New York City's health department names cryptococcosis, histoplasmosis, and psittacosis directly, and notes that the overall risk is rare and concentrated in people with compromised immune systems. Illinois' state health department corroborates all three mechanisms in detail, and describes pigeon droppings as the most important environmental source of the fungus behind cryptococcosis. CDC and NIOSH guidance for the same exposure route calls for wetting deposits down before disturbing them, avoiding unnecessary disturbance of large accumulations, and using industrial vacuum and protective equipment for significant buildups rather than casual sweeping. That is a professional cleanup job, not a reason to worry about ordinary contact.
Property damage over time
Take the property damage seriously on a long enough horizon. The uric acid in droppings runs at a pH of roughly 3 to 4.5, acidic enough to corrode metal, stone, tar-based roofing, and siding over time, per a national professional inspector body's published guidance and independently corroborated by a peer-reviewed building-conservation study that tracked measurable pH on building surfaces. Accumulation under a long-held roost is a maintenance cost that compounds quietly.
Nobody asks you to report it
No agency asks you to report sightings of this one. Unlike some invasive species programs, no state agency requests or incentivizes Rock Pigeon sighting reports. Wildlife agencies consistently treat it as an established, unmanaged nuisance species. There is no hotline to call and no bounty to claim.
When to Call a Pest Control Professional
Any active roost or nest producing enough droppings to need real cleanup, any roost inside HVAC equipment or a building void, or anything requiring ladder or roof access. Both halves of that job argue for a licensed pest or wildlife control operator: the exposure risk from disturbing dried droppings dust, and the fact that commercial-scale netting and spike installation is specialized work performed at height.
